Professor Raksha Pal Singh, a renowned agricultural scientist, academician and researcher, has been appointed as 23rd Vice Chancellor of Swami Keshwanand Rajasthan Agricultural University, Bikaner-334006, Rajasthan, India on August 23rd, 2019. Prof. Singh born on 8th January, 1965, in Village & P.O. Madrak, District: Aligarh Uttar Pradesh. Basically his ancestors belonged to district Karauli, Rajasthan, Prof. Singh belongs to a farming family and brought up in the socio-economic rural environment. He is very well acquainted about the grass root level situation of the agrarian sector. Prof. Singh graduated from Agra University in 1985. He obtained Master’s degree in 1988 from Meerut University and thereafter Ph.D. in Agricultural Extension from Dr B. R. Ambedakar University, Agra U. P. In addition, Prof. Singh was conferred with the post-graduate diploma in Mass Communication and Journalism from Central Institute of Hindi, Ministry of Human Resource Development, Govt. of India, Agra, Uttar Pradesh.

Prior to this prestigious assignment, Prof. Singh served as Professor (Extension) & Head, Associate Director Extension and Senior Scientist & Head in Sardar Vallabh Bhai Patel University of Agriculture & Technology, Modipuram, Meerut, Uttar Pradesh. He has guided 21 M.Sc./Ph.D. students. Prof. Singh has vast teaching /research/extension and administrative experience. His aptitude towards developing research tools & techniques through 04 externally funded research projects & research guidance to PG students in areas of Socio-economic-psychological issues in agriculture and rural development, communication, information technology (ICT), human resource management, participatory development & leadership, farming system research etc. He has organized more than thousands of On/Off, Rural Youth & Extension functionaries trainings. Prof. Singh has vast academic contribution in the form of 168 publications (45 research papers in NAAS rated journals of national and international repute and paper presented 44 in National and 05 International seminars) 26 popular articles, 28 research/ technical bulletins, 04 books edited, 16 success stories etc. He is associated with Indian Journal of Extension Education as reviewer, Executive Editor in The Indian Research Journal of Genetics & Biotechnology, Sub-Editor in Pea Production Technology, Lentil Production Technology and Editor in Krishi Prabandhan Magazine – ATMA YOGENA.

Prof. Singh also served in the professional societies in the different capacities like Joint Secretary, Indian Society of Extension Education, Division of Agricultural Extension, Indian Agricultural Research Institute, New Delhi since 2009, Vice–President of Indian Society of Genetics, Biotechnology Research & Development, Agra since 2013. He is also Member of Advisory Board, Gramin Vikas Evam Siksha Prasar Samiti, Agra in 2009, Vallabh Agriculture Extension Advisory group, Nehru Yuva Kendra, Rashtriya Krishi Vikas Yojona, National Horticulture Mission, Governing Board (ATMA) and National Food Security Mission.

Prof. Singh has been decorated with various prestigious awards and recognitions for his outstanding contributions in the field of extension research, transfer of technology, extension education teaching and training and farm advisory services and participatory research like Young Scientist Award, Best KVK Scientist Award, ISEE Fellow Award, Dr. O.P. Dhama Memorial Award, Dr. G.S. Vidyarthi Memorial Award and Dr. K.N. Singh, Memorial Award by Indian Society of Extension Education, ICARIARI, New Delhi. Besides, he has also been awarded with Scientist of the Year, Best KVK Professional Award, GSC Fellow Award, Fellowship Award, Admission to Fellowship, International Fellow Award and Best Environmental Conservation Award. He also achieved various best paper presentation awards.

Professor Singh is prudent and able to very leverage the unique qualities and capabilities among employees to take the University at newer heights to leading University in the country by collective wisdom. He has very pretty analytical, perceptive and clear vision. He has very foresightedness personality, possesses a magical ability to harness the maximum of the capabilities of employees. His major effort would be to promote excellence with new pace and directions in agricultural research, education and extension oriented university programmes towards future needs & opportunities, strengthen infrastructure and add frontier areas, provide opportunities for post doctoral research, faculty up-gradation and development of human resources through national and international collaborations and strengthen nonformal training to promote entrepreneurship development and commercialization of agriculture in the region.
